The website is a platform where teenagers and college students (the main target demographic) can dare their friends to do things. Users first log into the site using their facebook profiles, then their entire friends list is loaded into a database which allows users to dare friends to do things. If the option is selected, these dares are posted onto the respective facebook walls (So the site grows quickly). Dares can be "proved" by people who have been dared, by youtube videos, the incentive for proving dares is fame and youtube ad revenue (assuming the site actually gets more traffic). Think about bored 15 year olds who want internet fame and money, and now can easily achieve that goal by, I don't know streaking through school, stuff like that.
